Proposal Management Experience

Managed a proposal for the Global Framework Agreement for Third-Party Monitoring, covering 5 regions: Middle East/North Africa, West Africa, East Africa, Europe/Central Asia, and Latin America/Caribbean. The proposal involved a 30-firm consortium with 150 Key Personnel, and included a Technical Proposal with 1 General Methodology and 3 Case Study Methodologies, as well as a Financial Proposal made up of a global rate sheet for Key Personnel and 3 Detailed Budgets for the Case Studies.

Activities Performed:

  • Managed outreach and communication with 29 subconsultant partner firms across the 5 geographic regions.
  • Managed technical proposal outline development, in line with compliance matrix development for adherence with RFP and TOR requirements.
  • Wrote targeted sections of the proposal, including consortium descriptions, security procedure write-ups, and key personnel descriptions.
  • Guided Financial Proposal development and coordinated inputs between the Technical Team and the Financial team.
  • Managed full Proposal calendar, including scheduling all color reviews and team check-in meetings.
  • Oversaw CV preparation for 150 Key personnel, in coordination with Talent Acquisition team and individual Key Experts. Tailored all CVs for the technical requirements of the proposal.
  • Created custom-made graphics for proposal sections, cover pages, etc., in line with company band guidelines and proposal requirements.
  • Managed all final document formatting, proposal packaging, and proposal submission to the online World Bank RFx Portal.

Managed proposal for Consultancy Services for the Detailed Design and Supervision for Accelerated Growth Corridor Road and Access Infrastructure, Package 1 (Corridors 5 and 15) and Package 2 (Corridors 9a and 10). The final proposal size was approximately 15 million USD, and included 2 full technical methodologies and 2 sets of approximately 60 Key and Non-Key personnel.

Activities Performed:

  • Managed outreach and communication with Joint Venture partner and 2 sub-consultant firms in Malawi.
  • Wrote targeted sections of the proposal, including consortium descriptions, security procedure write-ups, and key personnel descriptions.
  • Guided Financial Proposal development and coordinated inputs between the Technical Team and the Financial team.
  • Managed full Proposal calendar, including Key Personnel recruitment, background checks on all proposal personnel, and other proposal details.
  • Oversaw CV preparation for all Key and Non-Key personnel, in coordination with Talent Acquisition team and individual Key Experts. Tailored all full Key Personnel CVs for the technical requirements of the proposal and wrote individual short-CVs for Non-Key personnel.
  • Created custom-made graphics for proposal sections, cover pages, etc., in line with company band guidelines and proposal requirements. Cover page development included use of Adobe Photoshop an Abode Illustrate.
  • Managed all final document formatting, proposal packaging, and proposal submission to the online MCA Malawi portal.

Managed the full cycle of proposal development, including the RFI and RFP stages. The final proposal was a small-business set-aside, which required adjusting our strategy as a Prime firm into a strategy for building a proposal as a sub-contractor together with a small-business Prime. This included coordination with the proposal manager of the Prime firm across all stages of the proposal after the RFP was released. The overall size of the proposal was approximately 20 million USD.

Activities Performed:

  • Identified new Sudanese sub-consultant firm for inclusion with the consortium during the RFI stage. Interviewed and vetted the firm for quality of work and suitability for the project under the proposal.
  • Conducted monitoring of opportunity status and other capture-management activities, including tracking updates to the release date, opportunity specification, and publicly-available documents.
  • Facilitated strategy meetings with small business prime firm to adjust proposal preparations to the small-business proposal designation.
  • Conducted interviews for Key-Personnel and evaluated candidates against TOR requirements and selected best candidates for inclusion in the proposal.
  • Advised Senior Management on best strategy adjustments for the proposal based on consortium strengths and confirmed Key Personnel.
  • Managed submission of all sub-contractor documents and inputs to the Prime proposal team, and directly managed submission of all sub-contractor proposal materials to the Client.

Managed proposals for 2 Evaluations on Kosovo under USAID. This included coordinating all requirements with 2 local partner firms: 1 Kosovar firm and 1 Albanian firm. Each Evaluation had a final financial value of approximately 200,000 USD.

Activities Performed:

  • Managed coordination with sub-contractors in Kosovo and Albany.
  • Guided technical and cost proposal teams to craft tailored proposal materials in line with RFP requirements.
  • Facilitated meetings with partner firms and in-house Senior technical experts and cost proposal teams.
  • Conducted interviews for Key-Personnel and evaluated candidates against TOR requirements and selected best candidates for inclusion in the proposal.
  • Managed all final document formatting, proposal packaging, and proposal submission to the Client via email.

Wrote the full Expression of Interest for the Third-Party Monitoring of Education projects in Somalia. This included analysis of the opportunity, identification of appropriate Somali partner firms for the submission, and writing the full text of the submission to highlight the firm and consortium qualifications. This was an EOI with a new client with which the firm had not worked previously, and the EOI resulted in a successful short-listing for the full RFP.

Activities Performed:

  • Analyzed the EOI documents to ensure alignment with company goals and areas of expertise.
  • Vetted new and existing Somali partners to ensure quality of work and appropriateness for the projects included under the Expression of interest. Collected appropriate technical inputs from the Somali partners for inclusion in the EOI.
  • Wrote the narrative description of the firm and consortium, including an overall description of the firm’s specialties, highlighting past projects and customizing descriptions of projects related to the EOI, presenting relevant geographic experience, and crafting descriptions of senior staff qualifications to do the work required.
  • Formatted and submitted all EOI documents to the client.
